Loosen quality standards without losing our power users Question

Our website relies heavily on user generated content and power users that edit, curate, and moderate that content. Recently the amount of content contributed to our site has taken a nose dive.

Looking at the data, we're finding that a significant portion of our new content is getting deleted by our power users. Our moderators are even banning enough new users for posting poor quality content that it looks like we won't be able to sustain the growth of the community on our site.

How do we convince our power users to allow more content, even if it is somewhat lesser quality, without alienating our power users?

I feel like sometimes many power users develop a belief that all power users are like them, and want the same things. But this is an illusion. "People who use the site a lot" are not a monolith and have different opinions on how the site should work.

So for this discussion to be successful, I think it would be useful to have a good understanding of what sort of things these supposed power users actually want. (I consider myself one of them, but often disagree with others I see)

Might be worth to have more clarity about what counts as a power user, anyway.

Generalizations are wrong, I agree, but sometimes are used due to the lack of the proper skills, due to laziness, etc., to have extended discussions to review all the possibilities. The only way to know what "power users" want is to tell us what they want. In this case, I understand that Stephen uses the term "power user" to refer to community members who frequently use their moderation abilities.
