Why isn't my .htaccess file taking effect? Question

My .htaccess files doesn't seem to be doing anything. I've created one in my document root directory and put a redirect into it:
Redirect 301 / https://othersite.example/
However, the redirect isn't happening. I've double checked that I have the file name correct. I can edit the index.html file in that directory and see changes in the page from that, so I know I'm hitting the right server. Is there something I need to do to enable .htaccess in Apache?
