Tsumogiri vs Tedashi when drawing a duplicate

When discarding a drawn tile that already exists in your hand, is it better to discard the draw (tsumogiri) or discard from hand (tedashi)?

Assuming that you're not planning to riichi (open hand or dama), my first thought would be that discarding from hand presumably lowers suspicion of tenpai. However, I've noticed higher ranked players discarding tsumogiri instead, even when actually tenpai.
