Do you play with all the cards in a two-player game of Splendor? Question

I'm used to four-player games of Splendor, with high competition for the cheap, engine-building cards in tier 1. I've now played a couple of two-player games, and with cards much more plentiful, the feel of the game is very different. Both of us ended up with more cards than we're used to, and "clumps" of the same gem color took longer to clear because each player can buy a maximum of one card per turn.

Are we supposed to play with all of the cards in a smaller game? In some games, you remove (designated) cards for fewer players to keep the overall balance similar. I don't see any indications we should do that for Splendor. Did we miss a rule, or is the card set meant to be the same no matter how many players you have?
