In Mistwind, do you pay krill to leave a krill port? Question

When moving a transport whale in Mistwind, you need to pay one krill when departing a port unless you have an outpost or another transport there. The presumption is that you can get the needed krill from your other presence, I assume.

I played in a game of this, taught by the designer, at a convention a year ago. I'm pretty sure that in that game, we also did not have to pay krill when leaving a krill port. We have played once like that and the amount of movement that was possible seemed plausible. Then we read the rules again and did not find that exception. (We were wondering why you would build an outpost at a krill port, unless you needed it for a network bonus.)

I don't know if we learned wrong originally, or we missed this in the rules somewhere, or the designers made a change after that convention -- all possible. I checked the recently-published errata and it wasn't covered there.

Do you pay krill when leaving a krill port, just like for other ports?
