- We have several proposals that were made a long time ago but haven't had any incubator posts at all. That wasn't a use case we anticipated; we expected that proposals might be *slow to build* and that's *fine*, but we didn't expect zero activity. The incubator is an important part of the process, the proof of concept that accompanies the original idea/description.
- Perhaps this means there is some problem that needs to be addressed with those proposals' scope that we should be discussing on meta. Or perhaps the proposals don't have active interest, only passive interest.
- On the one hand, there are no time limits here; proposals take as long as they take. I have hopes of launches from even some of our oldest proposals. Building a body of posts and a group of people who want to participate takes time. On the other hand, if we have proposals that nobody cares about, maybe we should set them aside. (They could be brought back in the future if there's interest.) And on the third hand (who says we can have only two?), maybe they're not doing any harm if they sit idle.
