It is probably impossible to move water around to the point where it would shake the land and cause widespread earthquakes.  With enough power (way more than any current earthly creature could generate), you can make the water vibrate.  However, those vibrations won't couple well to the land.  Perhaps you can devise the right type of land with the right shape to capture enough vibrations from the water to feel the movement near the shore.  However, mostly you get waves in the water, and possibly tsunamis if you use low enough frequency.  However, at such low frequency, the displacement in the water needs to be large.

Again, this whole concept is really implausible.  Instead of just making up random stuff and asking about it here, try applying at least a little physics to it first.
