I think differencing between who is supposed to answer your question is not a good guidance because users will often not know yet, who is best fit to answer a question.
Therefore I would suggest the following discriminator:

The proposal suggests that "choosing domain names" might be on-topic. I'd like to raise the concern that the formulation as-is might allow questions such as "I want to make a website about X, which domain name do you suggest?", which IMHO would not be good questions since they are highly subjective a...
