Quiet dice on a budget Question

I'm designing a board game that involves rolling several dice simultaneously each turn (usually between 1 and 20), and in testing I found that this is surprisingly loud.

I'm aiming to keep the game reasonably cheap to make, so my first thought was to try to find a material that is affordable, durable, and reduces noise significantly. I'm now wondering whether there is anything else I can do to reduce noise. Is adding material to a dice tray the best way or am I missing other opportunities? Are there materials which would work on a budget?

I'm using acrylic dice. I'm also open to changing the dice material if there's an affordable one, but other materials have so far seemed to be much more expensive than bulk buying acrylic dice.

I tried acrylic trays, which were very loud, and then a less rigid plastic tray, which is not as bad but still quite loud.

I feel there needs to be some kind of tray as otherwise the chance of 1 of the dice rolling off the table is high. Also, different dice are used each turn. The tray makes it much easier to tip away the previous turn's dice ready to roll fresh ones.

I'm trying to avoid the high cost of an off the shelf dice tray.
