How accurate are the browser usage statistics at caniuse.com? Question

I want to exclusively use webp images on my website. I haven't used a browser that doesn't support them in years. However caniuse.com reports that over 3% of users globally can't load them.

If it is accurate, I'll probably continue to use png and jpg for a while, I don't want to turn away 3% of visitors. However, this stat seems implausible to me, but is it possible that it is accurate?

In the comments, Moshi brings up the point that "all users" may have lower stats than "users tracked on caniuse." I'm not sure what that actually means, or where caniuse is getting their usage statistics for "all users" if it isn't from their own data.
