How do I construct my first buildings?
In [Workers & Resources: Soviet Republic](https://store.steampowered.com/app/784150), the realistic mode requires bringing workers to construction sites and paying money to instantly complete is not allowed. But how will I build my first buildings, like apartments, without any workers? Do I have to start on a populated map only, to play realistic mode?
