How do I create new cities (white labels on the map)? I saw the "Make City" tool, but I can't figure out how to use it.
How does it work?

The "Make City" tool is not for creating cities. It's more like a palette, where you can pick a few related buildings, and plop them down more efficiently (supposedly) than going to their usual menus. It's more like the quickbar.
To create cities/areas (the ones that label the map and are used to name buildings) you need to go to the Terrain Tools (bottom menu) and click Create City/Area (looks like N_). You can use this to create new cities by clicking on the main map.
