Incubator Q&A should be the default landing page for Proposals
"Incubator Q&A" should be the default landing page when users go to `proposals.codidact.com`. The idea here is that whenever you propose a site, you can post some questions (and answers) to Incubator Q&A as examples of what type of content the proposed site will have. Not only does this help people discuss the topic without waiting for the sometimes length new site process, but it's also a great way to bootstrap new communities. By that logic, I would expect that when proposal do get approved, they will have accumulated quite a few questions - maybe dozens or more. Therefore, users of Proposals would be visiting the Incubator Q&A section more and more often than the Proposals section. For this reason, the web flow should follow dominant usage, and https://proposals.codidact.com/ should send users directly to Incubator Q&A by default.
