Something changed (in April) with how data is seeded. We run seeds on every deploy to pick up additions (like new settings), but this has the unintended side-effect of creating the "Q&A" and "Meta" categories if they don't already exist. We deleted it in response to this post but then it just came back on the next update (sigh). I've filed a bug to track down the root cause, but as a workaround, I've configured this category to be visible to staff only (the most restrictive setting available), so it won't be in the way for anybody else. I'm marking this status-complete because as far as all but about eight people are concerned, it's fixed. Behind the scenes we have some more work to do.
