How do I construct my first buildings? Question
In Workers & Resources: Soviet Republic, the realistic mode requires bringing workers to construction sites and paying money to instantly complete is not allowed.
But how will I build my first buildings, like apartments, without any workers? Do I have to start on a populated map only, to play realistic mode?

The customs houses provide some "foreign workers". These workers are assumed to come from neighboring provinces for temporary work. You need to purchase a bus for your construction office and set the customs house as the source of workers.
These foreign workers have some caveats:
- You pay a pretty high salary for them
- They have shifts and max travel time just like normal workers, so it's much more practical to start building close to the border crossing
- There is a very limited amount of them, so you should try to switch to your own workers soon
